memo already keeps every note inside the PDF, with the name of who wrote it. memo for teams opens PDFs shared with you in Google Drive, and your organisation's shared drives, so several people annotate the same file: each person's notes are merged into the PDF, nobody's work is lost, and access is whatever Drive sharing says.
